It seems a quaint idea now, but before 9/11, the leading culprits for launching major terror attacks on American soil were hate groups and other domestic terrorists. These people are flat dangerous, especially to law enforcement officers who might get in their way.

NYPD's counter-terrorism unit works out of a windowless brick building somewhere in one of the five boroughs of the Big Apple. To the average person passing by, the building looks no different than any of the other rundown buildings in the area. It's covered with graffiti, surrounded by nondescript private cars, and shadowed by a worn elevated commercial billboard.

A security guard looks at the images on the screen in front of him: a video capture of a clean-shaven man with close-cropped hair next to a mugshot of a convicted American drug dealer with a beard and shaggy long hair. They look different, but the guard confirms they are definitely the same man. In minutes, the positively identified man is apprehended.
