Most lawyers hate surprises. Experienced trial attorneys are like producers of multi-act plays. We script out lines of inquiry, carefully order the exhibits we will use, and prepare for every foreseeable contingency. Yet far too often, those of us who represent or work with law enforcement are surprised by a critical piece of evidence that was not carefully assessed or a witness who was recently discovered that we did not plan for and had not interviewed or deposed.

Monroy, who is in the country illegally, was deported to Mexico in 1997 after his arrest and conviction in Arizona for possession of narcotics for sale, according to U.S. Immigration and Customs Enforcement. He was arrested and sent back to Mexico a second time in 2001.

Vigilant Solutions announced today that the Sacramento (Calif.) Police Department used its historical license plate reader (LPR) data, available exclusively to law enforcement through Vigilant's LEARN online analytic suite, to locate and apprehend a suspect in a homicide.
