The NYPD hopes the discipline discourages other officers from keying the microphone as a sophomoric tactic for "stepping on someone" such as a sergeant or other talkative officer.

The practice has been known to happen during car chases, when officers have been known to try to drown out any supervisor attempting to call off a pursuit.
