Insane Clown Posse Threatens To Sue FBI Over Juggalo Gang Label

The hip-hop duo Insane Clown Posse is threatening to sue the FBI for designating its fans, known as Juggalos, as a criminal gang.

The group is "investigating a possible lawsuit against the FBI," according to a statement posted on a new Website, JuggalosFightBack.

The FBI's 2011 National Gang Threat Assessment report identifies Juggalos as a "hybrid gang" akin to violent groups like the Crips, Bloods, and MS-13. Four states — Arizona, California, Pennsylvania, and Utah — now identify Juggalos as a criminal gang.

"We're not attacking the FBI, but they got this wrong," Joseph Bruce, a group founder, said in a statement reported by Reuters. "The Juggalos are not a gang, and that needs to be fixed."

The group began considering a lawsuit following the arrest of Mark Carlson by the U.S. Marshals Service. Carlson, who was wanted on two felony armed robbery warrants, was listed as a Juggalo gang member in a Marshals Service press release.

In the threat assessment, the FBI reported that "most crimes committed by Juggalos are sporadic, disorganized, individualistic, and often involve simple assault, personal drug use and possession, petty theft, and vandalism. However, open source reporting suggests that a small number of Juggalos are forming more organized subsets and engaging in more gang-like criminal activity, such as felony assaults, thefts, robberies, and drug sales."

When the Insane Clown Posse was in my city for a concert, their Juggalo fans were threatening people and throwing beer bottles out of their windows. This is a gang and I'm glad the FBI is trying to control these thugs before it gets out of hand.

The "posse", ICP followers are well within the legal definition of "Gang". They are not a club, they are a gang. They clearly represent destruction and evilness. They are not volunteering at the local food shelf. They are committing crimes, and identifying themselves. It's clear and simple. It is a fact, not an opinion.

WHAT IS A GANG?: A gang is a group of three or more people who associate together, have a common identity and engage in criminal or delinquent activity (Arson,Bribery, Felonious assault, Extortion, Murder, Robbery,Grand theft, Vehicle Theft). The gang may use a name (Juggalos) , color (Black and White Clown Face make-up
), clothing style, tattoos (ICP), or other items to identify themselves. A gang may or may not claim control over a certain territory in a community. Gang members include males and females of all ages, races and ethnicities. Sounds to me like all the elements are here, so too bad so sad, no law suit!!!!

Well here it goes again the govt doesnt know when to just back off and let things die down on there own. Lets see the FBI sent a letter to N.W.A. about "[email protected] the police" and they came out with more records and played the incident for all the publicity and records sales they could. Did it do anything to N.W.A. well it did it made them richer. Lets see then there was EMINEN and his congressional hearing, that made him millions and put his records on top of the charts. Looks like ICP is about to go from a trailer trash band that few know about to major stars. Way to go, good job FBI you just the next fad. ICP is going to ride this one all the way to bank.

Rediculous article. Maybe the president will designate an "Insane Clown Czar". If it's promoted correctly, and if the public buys into it, maybe you guys can get a task force going for a 2 year investigation, with lots of overtime, and then just before dawn, on a tuesday morning in the summer of 2014, start kicking down doors for the historic day of arrests. More clowns arrested, than on any other day in American history, and a major setback to this dangerous clown organization. I can already hears the pats on the backs at the multi-agency press conference.

Do you guys ever talk about real issues on this site, or is it just a one sided pro police state propaganda fest?

look Labeling the Juggalos as a gang is like labeling the Kiss Army a gang, the Undead Army, the 9 Lives army, and a bunch of other fans and movements as gangs. its not right i have a friend who is a juggalette and im personally a 9 Lives movement member but this even makes me wonder are they wanting people killed or harrased just by liking ICP?

WOW well from experience the "Juggalos" claim to be a gang within the prison system. I have a few where I work. DOC. So maybe the group needs to take a longer look at their fans. They have their own set of tattoos and rules. They do a lot of "tagging" and consider themselves a unique gang.

Tricia, come on, stay with us on this. I don't think that anyone is making the argument that there aren't certain individuals who follow this music group, and then commit crimes while dressed like clowns (literally).

The argument is rather, does the executive branch of the government (the police) have the power under the constitution to label, demonize, and subsequently deny the liberty, whether it be grand or minute in measure, of any individual, or individuals who make up a percieved group, without due process of law.

For example: Let's say about 15 of these insane clowns packed themselves into a small compact car to go do an armed robbery, and were later apprehended and identified. Each clown would be afforded his day in court. Robbery is already against the law. We don't need special laws for clown robbers. This all relates to the bigger subject about thought crime, and special laws being made specifically for certain groups, ie gangs, hate groups, etc.

Hopefully we can have an intellectual discussion about the constitutional issues of today.

I get it that you guys are cops and everything, but the constitution is the law of the land. James Madison created a system of checks and balances for a reason. Read Federalist Papers #51 authored by Madison to get some background.

If your job is to enforce the law, then you should know and be very familiar with the highest law of our country.

Joe, although your moniker says one thing your posts say another. Would you please rethink your "excutive branch of the goverment" being the police? DOJ has its own clown in holder, which is where a lot of this BS comes from. And yes, this is a pro police site. And I agree with quite a bit of your post. Blues, Stay Safe.

The police are definitely a part of the executive branch of government.

Legislative Branch = Makes Laws
Judicial Branch = Interprets Laws
Executive Branch = Enforces Laws

The constitution only allows for those 3 branches of government. It's a very important subject, because each branch is set up to guard it's turf jealously, and vigorously check the other 2 branches. This concept is what is so genius about our constitution. It is why we are still here more than 230 years later.

And yes, I know it's a pro police site, but I'm not against the cops. The concept of freedom and liberty is good for everybody, including the police. The police are still people who have to live in this country.

There are MANY idiots in the world, MANY. Some of them are fans of ICP, they call themselves juggalos and commit crimes. if a group of "juggalos" get together and commit crimes, that group is a gang. However you cannot label all juggalos as gang members, ICP is a musical band, not a warlord.

If somebody was to join tango blast, or aryan brotherhood then they would be gang members, that is all these groups are is a gang. You would not be able to call yourself a crip and not be a gang member.

However you can listen to ICP and call yourself a juggalo without being a gang member or commiting crimes.

If someone was to go out, rape and slaughter 15 women then claim he listens to justin bieber and watch twilight, does that mean there is not a justin bieber vampire gang? No, it just means there is a deranged psychopath out there who just happens to watch twilight while listening to justin bieber. Same thing applys to juggalos.

I disagree with the FBI labeling all Juggalos as a gang. Every fan base of every musical group has its own batch of people that claim to be a fan and go out doing stupid things without paying attention to what their actions bring to the fan base as a whole. I also think the FBI labeling Juggalos as a gang is leaning a little towards profiling. If you label one fan base as a gang then shouldn't you label all fan bases as a gang? Slipknot fans buy merch, flaunt it, and go by the title Maggots. Dead Heads buy merch and flaunt it. Fans of Disturbed, Creed, Metallica, Brantly Gilbert, and so forth. To label an entire group based on the actions of a few members is morally wrong but socially acceptable. I myself am a Juggalo, I have a college degree, am working on a second (possibly a third), have served to protect this country, and I do not drink, smoke, or do drugs. Am I a bad person because I listen to ICP, wear a shirt, and like to paint my face every once in a while? Granted everyone is entitled to their opinion and I respect that. I believe people need to open their eyes, get to know each other, and then decide whether they like them or not. We won't survive as a society if everyone attacks each other because of something they don't like.

First let me say I'm not a fan of juggalos or whatever you call them. I do however think the FBI is looking at this wrong. The juggalos aren't forming new gangs they are just the type of people who are attracted to that type of music. Just like rap attracts people who think gangs are cool. Jagaloos attract people who think the crimes gangs commit are cool. Instead of looking at it like a new gang they should be looking at new age music and people who are attracted to it. Instead they are singling out a specific band.

ok i have juggalo friends, they are good ppl. the turmoil that all others have posted is not true for ALL juggalos... these friends of mine CAN be violent, i can too!!! im not saying that the entire fan-base are good ppl, im just saying why let the @ss holes write the others story. in my experience most juggalos have had it hard, they dont quite fit in anywhere, they have respect problems, they lost someone very close to them, ext. the band icp have a very accepting group of fans. sometimes i feel like my friends are all i have... we dont hurt ppl, do drugs, vandalize, steal, we are a group of friend that hang out mabey drink a lil and listen to insane clown posse...

(p.s.) notice how there are only bad things written above, that tells me this site is bias against juggalos and what they have to say...

I like how you stole my friend's picture (which is copyrighted...nice to see that mark was taken off the original photo) and didn't give her any compensation for it. Plus, I'm sure everyone would like to know that you used/stole a photo of a girl that doesn't do drugs, drink, and has never commited a crime in her life to be the "poster child" for your misconceptions.
