Jerry Sanders, San Diego's mayor and former police chief, is backing current Chief William Lansdowne's efforts to address a spate of officer misconduct cases.
The two men met earlier this week to discuss a seven-point plan that includes beefing up Internal Affairs, creating a complaint hotline, and developing an early intervention system.
Sanders said he is concerned that a few "absolute jerks" are tarnishing the hard work of other officers on the force.
This week, Officer Daniel Dana was arrested on suspicion of raping a prostitute. Hs is the ninth since October to come under scrutiny for his conduct.
