According to USA Today, the 15 bricks were discovered by a beachcomber who then called police to report the find.

It is not uncommon for packages of cocaine or marijuana to show up on Florida's east coast beaches because drug traffickers continue to use the Caribbean's waters as an avenue to deliver their illicit cargo.
