According to the Chico Enterprise-Record, Orland Police Department and Willows Fire Department also participated in the drills, as well as dozens of volunteers who acted as role players in the scenarios.

Glenn County Office of Emergency Services Deputy Director Amy Travis said, "The volunteers are so critical because we can’t do it without people here to act like victims or wounded. So we pulled people from search and rescue, volunteers in police service, we had some community volunteers and also some county workers that came in on their own time to support their first responders."
