Officers spotted the stolen vehicle about 7 p.m. The driver refused to pull over and fled westbound on Pacific Coast Highway. He attempted to get on the southbound 103 but lost control.

The passenger died at the scene, while the driver fled on foot and was taken into custody a short distance away.
