A federal judge has struck down a lawsuit by a whistleblower cop who claimed that his Bronx precinct had a highly developed quota system.

NYPD Officer Craig Matthews argued that his bosses violated his free speech by punishing him for revealing what he described as their quota demands.

But Manhattan Federal Court Judge Paul Engelmayer ruled that Matthews' complaints were not constitutionally protected because "he spoke as an NYPD employee, not a citizen."
