IACP 2013: Philly Chief Says Police Tech Is 'Benefactor and a Curse'

Philadelphia Police Commissioner Charles Ramsey called technology both a blessing and curse for law enforcement Saturday as he opened the International Association of Chiefs of Police (IACP) conference.

Commissioner Ramsey, who began his police career in 1968, told a packed room at the Philadelphia Convention Center that more tools are available to law enforcement now than at any earlier time.

"Technology is a powerful tool, both a benefactor and a curse to policing," he said.

Commissioner Ramsey spoke at the IACP show at a time when law enforcement leaders are grappling with technology and integration in their agencies. He also referenced recent criticism of stop-and-frisk policies in cities around the country.

"There's more visibility on how we use our discretion," he said. "Our fundamental role is to protect constitutional rights."

Commissioner Ramsey delivered the keynote to the annual IACP show that draws hundreds of police chiefs and command staff members from around the country. This year marks the 120th edition of the five-day conference.
