An internal Atlanta Police Department email made public by WSB informed officers that traffic ticket money would pay for future pay raises.

The email from Ken Allen, the police union president, came on the heels of the passage of the city's budget. Allen and a mayor's office spokesman said there's no push to write more tickets even as agency leaders worry about creating an indirect quota system, WSB reports.

"Future pay increases are in our hands," Allen wrote in the email. "We need only enforce traffic violations as we are now, but increase our attendance in court to prevent cases being dismissed."
