The Phoenix Police Department arrested an amateur filmmaker who criticized the response of officers to a terrorist hoax he staged in July.

Michael Turley, 39, had posted his video titled, "Dark Knight Shooting Response, Rocket Launcher Police Test" on YouTube. Turley said he wanted to test police response. To do that, Turley dressed up a 16-year-old boy in a blue sheet and black head covering. He gave the boy a replica RPG launcher and filmed him walking at a public intersection.

In the introduction to the video, Turley mentions the Aurora theater massacre.

On Monday, Phoenix Police arrested Hurley and have recommended charges against the teen involved in the filming, reports the Arizona Republic.
