Terry was severely intoxicated on Aug. 19 when his pickup truck ran a red light and stuck Officer Phoukham Tran in the intersection of East 30th Street and Grand Avenue. The force of the collision knocked Tran 47 feet and left the intersection littered with bullets and pieces of a broken flashlight.

Tran suffered a punctured lung, broken ribs and a stroke in addition to serious head injuries. Terry's blood-alcohol level was determined to be 0.264, more than three times the legal limit.
