The use of stun guns against two resistive subjects in Seattle and Maui was excessive, a federal appeals court ruled earlier this week. An 11-judge panel of the U.S. 9th Circuit Court of Appeals issued the rulings in the two cases on Monday.
In the first case, a Seattle Police officer stunned a pregnant woman in 2004 who was pulled over for driving 12 mph over the 20-mph limit and refused to sign the citation.
In the second case, a Maui Police officer stunned Jayzel Mattos, who fought with officers who attempted to defuse her drunk husband during a domestic disturbance. One of the officers dropped her to the floor with two jolts during the 2006 incident.
