About a dozen people were arrested near Phoenix City Hall Thursday morning, after laying down and linking arms. Several hundred people converged on Fourth Street Jail in the afternoon where most of Maricopa County's felony arrests are processed. A total of 23 people were arrested, Sheriff Joe Arpaio announced.
