Protesters of Arizona's immigration law that went into effect today showed up at civic facilities to block access and chain themselves to a central jail building, even though the toughest aspects of the law have been put on hold by a federal judge, the Arizona Republic reports.

About a dozen people were arrested near Phoenix City Hall Thursday morning, after laying down and linking arms. Several hundred people converged on Fourth Street Jail in the afternoon where most of Maricopa County's felony arrests are processed. A total of 23 people were arrested, Sheriff Joe Arpaio announced.
