When Michael McConnell steps in as the police chief of Horizon City, Texas, later this month, he will inherit a department grappling with an increase in calls for service and a staff saddled with high turnover.

In fact, McConnell will be Horizon City's fifth police chief in about two years. He begins his tenure Oct. 26.

City officials estimate the growing East El Paso County town has more than 15,000 residents. Last week, the officials hired McConnell, who is the police chief of Webster City, Iowa, with a population of about 8,000.
