This is an example of excellent planning by LEO's. They were made aware of the existence of these groups. They knew that Twin Peaks routinely accepted their patronage. The analogy is: "where there is smoke there is fire (to be expected). LEO's Positioned themselves strategically, and this is commendable, wise and admirable. The latter sentence will NOT be a source of agreement by the "Michael Moore" types, or by those lacking in Pragmatism. It IS excellent planning in anticipating "fire" when a catalyst like oxygen is given to "embers" of disgruntled Bikers out looking for trouble.
