Why in the world didn't they try to help get the horse released from the harness so he could get up? Instead of laughing and worrying about their photos, take care of the animal folks. He belongs to someone who loves him. What a bunch of crackers!.

I agree that they should have tried to help the horse. But I have learned from bitter experience that law enforcement officers are not trained to help horses in trouble. They just don't know what to do, other than stay out of the way for fear of being kicked. They did contact a veterinarian.
