I will bet the driver was under the influence and got hypnotized by the flashing lights. I hope they bury him under the jail. who ever it was tore apart tow families with impressionable children. Rest in peace Trooper Richard, my sincere condolences to your family and to your department. Condolences also to the families of the tow truck driver and Mr. Phillipa.
