As an officer I would contact the Govenor and tell him or her to put the National Guard on the street and see how that works. Put a curfew on the street and watch the rats come out at night. Fingerprint the flyers and I bet you catch up with some really dumb personnel and then arrest them for threatening great bodily harm to an officer.
