Without judging this incident, I can say I had encountered numerous assholes like this along the way. Never felt the need to get into a pissin' match. Write REFUSED on signature line, hand her ticket thru window and be on my way. Can't hand it to her, drop it in window or MAIL IT! Whether she gets it or not, it goes through the system all the same. Just don't need the unnecessary aggravation!

I think he fully explained situation and what was going to happen. She was not going to cooperate no matter what he said. If dept policy is to get ticket signed or make arrest, action was justified.
