Ohio Sgt. Killed Placing Stop Sticks

Warren County (Ohio) Sheriff's Sgt. Brian Dulle, 36, was struck and killed while setting up stop sticks to halt a high-speed pursuit.

If you fire a 9mm round into a crowd the cops can use deadly force. But if you drive a 3,000 lb bullet (known as an automobile) down a crowded highway they cannot.. Why is that..?
