Urban Shield is a premier SWAT, fire and EMS training event that occurs annually in northern California. It was developed by Sheriff Ahern of the Alameda County Sheriffs Department and is widely attended by law enforcement agencies across the nation.

Dave Smith recounts his LAPD SWAT training, when he was "in the midst of a training scenario requiring a Spiderman-like trip from the top of a very tall building to a window on the sixth floor ... Last year—40 years after the creation of SWAT teams—the National Tactical Officers Association (NTOA) established the first-ever national SWAT standards. That's something that many SWAT practitioners and observers consider long overdue.

For two years the Alameda County (Calif.) Sheriff’s Department has organized and hosted Urban Shield, the nation’s largest SWAT exercise. The 48-hour competition involves 25 tactical teams working 24 realistic scenarios. This year’s event was held Sept. 12–15, and POLICE editor David Griffith was on the scene.

LAPD brass is still trying to mold SWAT into a softer, gentler special unit that won't offend the politically correct sensibilities of community activists. But now for one of the few times in its distinguished history, SWAT is actually vulnerable to such pressure.

The tactical teams portrayed in the movies and on television typically use an assortment of automatic weapons and high-powered rifles to shoot down terrorists and hostage takers. But those of us in the business know that the vast majority of our missions do not involve the use of deadly force.
