An on-duty Richland County (S.C.) deputy will not be charged in a Friday night accident where South Carolina Highway Patrol troopers say he ran a red light and slammed into another driver. Troopers say Proffitt's blue lights were not on when he tried to go through the intersection. The cruiser flipped over and the other car was totaled. The deputy was treated for minor injuries at the hospital. The other driver, 22-year-old Katie Miles has scratches and bruises.
