New York City Releases 45-Page Report on Police Chokeholds
The 45-page report, released on Monday, follows the death in July of Eric Garner on Staten Island after an arresting officer placed him in a chokehold, a tactic that was banned by the Police Department two decades ago. The report looks at officers’ ongoing use of chokeholds and the department’s handling of such actions.

There's a pattern across police departments in this country where the physical ability hiring standard is higher than the physical ability post-hiring standard. A major problem with using physical ability tests as hiring criteria is that an applicant must be fit when hired, but in many police departments, they can deteriorate significantly once they obtain seniority.
