A problem that will eventually be solved by the actions of the person causing the problem. There are many problems that police can't solve because of limitations, such as "crotch rocket" motorcycles. If a MC rider tries to outrun me, there is no way in hell my patrol car will catch him. So MC riders that drive recklessly, pass between cars/traffic lanes, speed, etc, are often uncatchable. But that same recklessness will eventually lead to a serious injury accident or fatality. So when someone complains about a rider causing a hazard, I usually reply, "That's a self correcting problem. He'll get his eventually."
