When you are watching a suspect walk down the street, he obviously knows you're there, and he keeps watching you out of the extreme corner of his eye, and he keeps his head straight ahead.
i.e. "Counselor, when I approached your client and began observing him, he 'fish-eyed' me for about 50 yards."
This term actually was documented and upheld as an official term within our judicial system.
