This was an actual motion passed in Oakland, CA, basically stating that inner city youth and African American families had developed their own style of speaking and that the new style should be recognized as a formal language. It was in the mid-90's. The city government wanted it used and taught in schools to recognize cutural and hereditary differences. Seriously! Look it up.

This started a crap storm when the news picked it up.
