	The term comes from the Maui Police Dept. When I did hotel security in Las Vegas we used the term "Broke Dick" as a way of calling a fellow officer lazy when they were caught hiding someplace or not doing their fair share of the work load. ie. I caught "Insert Name Here" hiding in the stairwell instead of handling the call. He's such a "Broke Dick" by Jeff M on Aug 22, 2012
