VIDEO: NYPD Commish: Handguns Are Main Problem

NYPD Commissioner Ray Kelly said he supports an assault weapons ban but told CBS News' Bob Schieffer on "Face the Nation" that illegal handguns are much more widely used in violent crimes.

Commissioner Kelly opened the interview segment by stating that he supports Sen. Dianne Feinstein's assault weapons ban, proposed Thursday.

"It's certainly a move in the right direction," Kelly said. "I agree with it."

However, Commissioner Kelly said only 2% of those arrested in gun-related crimes in the past two years have possessed an assault rifle. Of the murders in New York City in 2012, 60% were caused by handguns, he added. There were 414 homicides, a record low for New York City.

Last week, Kelly announced that the department will soon deploy handgun scanners to further reduce the number of illegal handguns on city streets.

Kelly said he supported the universal background check to limit straw purchases and private sales at gun shows. Last year, there were 6 million guns sold without a background check, and about 90% of the guns used in New York City crimes came from outside the state, Kelly said.

I'm scratching my head when Kelly admits that in only 2% of gun violence an assault rifle was possessed but he wants them banned anyway. If 2 % were possessed does that mean that less than 2% were actually used in violent crimes? He then says that illegal handguns are the main problem but then again New York wants to restrict legal gun ownership which will not deter or affect the criminal who obtains his guns illegally. Kelly needs to quit parroting the politically correct nonsense. I wonder if he supports his officers being restricted to 7 round magazines?

He's got his NY ban. Now let him shut up and let other states conduct their own business. No NYPD Commissioner is qualified to speak for the nation, especially this one. The arrogance is startling and sad.

Red @ 1/29/2013 6:28 PM

He supports the ban on "assault" rifles after admitting they are not the problem! Sounds like he is basically a gun-grabber!

Deputy JJ Golliday (Tx) @ 1/29/2013 7:46 PM

What an idiot. God All Mighty, I am glad I live in Texas. I have been a licensed Texas Peace Officer for more than thirty years and nobody I know agrees with any of this trash being bandied about by the liberal left.

mtpgman @ 1/30/2013 6:28 AM

Logically speaking, shouldn't he be calling for tougher enforcement and sentencing for the straw buyers that provide the illegal weapons on his streets? Generally speaking, straw buyers in mortgage fraud schemes get prosecuted more and get stiffer sentences than firearms straw buyers.

Here's my idea: Using the federal conspiracy statute as a model, if a straw buyer provides a weapon to a felon, and that person goes on to commit a homicide and is sentenced to 25 to life, the straw buyer, whether he knew the felon was going to commit a homicide or not, gets 25 to life, as well.

Dry up the illegal weapons. Don't take the legal ones.

Just curious, was this guy ever a street cop? I'm guessing not.

Sky @ 1/30/2013 6:39 AM

Mr. Commissioner Sir, this has nothing to do with firearms being illegally possessed. It has to do with criminals and outlaws (Clue....OUT-LAW) who have no regard for the victims they prey upon. There are probably many citizens (who are not convicted felons, sociopaths or mentally ill) in your jurisdiction who illegally possess a firearm for self protection of themselves and/or their loved ones. Bad guys don't give a hoot about gun laws. What would help is keeping all the murderers in jail forever since no one wants to execute them. I would like to know how you would feel if you did not have the right to be armed as a Police Commisioner, did not have a personal protection team and were a resident of South Jamaica's 103rd Pct just trying to pay your bills, feed your family and just get by. Only a good person with good intentions, constant training and common sense may have the opportunity to stop a bad person with a firearm. That's why we have the shoot don't shoot training for good guys. Bad guys and those of that ilk just shoot shoot shoot. Maybe you should take a class from the Milwaukee Sheriff. Have a nice day.

New York City's Sullivan Law needs to be put to rest. In all of my years I've always extended my Brothers....(On the Job)....from anywhere USA...(and some)...the professional courtesy that comes with the Sheild/Badge/Star! I truly beleive it's time for New York City Bosses to step up with some cojones and run the job the way it needs to be run for the better of the masses...not the selective contributors to the blood sucking Mayors! Kelly needs to spend some time with Sheriffs from Texas,Arizona and Milwaukee just to name a few! He just may grow some hairs!

Chief Dan Alloy @ 1/30/2013 12:29 PM

If this gun grabbing garbage gets passed, I'm moving to Texas by Deputy Golliday. We had 120 people killed in group shootings in 2012. The bigger problem is the 2,000 plus individual homicides commited in the U.S. last year. Banning any kind of firearm will not stop the violence. The bad guys will always have them and the ban will only mean that good people won't be able to buy one to defend themselves. Just so everyone knows, I will be able to defend myself and my family and friends. Evereyone I know in Wisconsin already has what they need too ;0)

Jim A @ 1/30/2013 1:31 PM

I agree. Even TOP COPS CAN BE IDIOTS - or they can act like politicians, which is the same thing. The issue is crime, not guns. Treat crime seriously. Guns are inanimate objects. Everyone agrees that guns should be manufactured to be safe, just like cars should be manufactured to be safe. But they are. It is the human element, specifically the criminal human element that is not safe. Why doesn't this administration go after the criminal? Why are the courts failing to do that? Instead, this administration is using their own political agenda and First Amendment rights to go after the Second Amendment rights of law-abiding citizens!! Liberalism is killing this country. We are all spiraling toward the bottom of the toilet and there does not seem to be a way out with the current left wing government and media. It is getting worse. Common sense has left the building!

Longo 2 Guns @ 2/3/2013 6:33 AM

He's a stuffed-shirt; a phoney-balonie politician who'll say whatever the the puppet master tells him to to keep his job. Has ANYONE, in all this gun control issue, even brought up the problem of REPEAT OFFENDERS and CONVICTED FELONS being free to do what they want, and breaking laws already on the books? Or have i.q.'s dropped that much in the past 5 decades that their (politicians) only fix is to make more laws, which actually causes more problems, and does nothing to the criminals and the liberal judges who repeatedly let them off the hook? Anybody?

Billy @ 2/5/2013 6:20 PM

Let's see Commish Kelly, only 2% arrested for gun crimes had an "assault rifle" and in 2012 there was a record LOW in he thinks an assault rifle ban is a step in the right direction? Sounds like Bloomberg is pulling his strings! Do either of them think that more guns in the hands of responsible citizens could be the cause for the reduced homicide rate?
