"Clinton Tells of Techno-Terror Dangers Facing U.S."

Advances in technology will pose many new threats to the U.S. in the 21st century, President Clinton said on Wednesday to the graduating class of the U.S. Coast Guard Academy. While technological developments such as the Internet and the Human Genome Project bring new opportunities, the technology also facilitates destruction in the form of computer viruses, and biological, chemical, and nuclear weapons, Clinton said. These dangers threaten not only global commerce, but human lives as well. Technology and globalization "have magnified both the creative and the destructive potential of every individual, tribe, and nation on our planet," Clinton said. Handling these new challenges requires international cooperation and preparation, said Clinton. At the present time, Clinton suggests increasing the budget for counter-terrorism programs in the 2001 fiscal year by an extra $300 million, on top of the $9 billion he already requested.
