Milwaukee Police Union Votes No Confidence in Chief

Nearly 100% of Milwaukee police officers who participated in a union vote Thursday signaled they have no confidence in Police Chief Edward Flynn, the police union announced Friday.

Two dozen Milwaukee police officers gathered in the City Hall rotunda Friday morning to reveal the results of the non-binding vote, which union leaders said they hoped would get the attention of Mayor Tom Barrett, the Common Council and the city's Fire and Police Commission.

The union said 99.3% of members who voted chose no-confidence in Flynn. The union did not disclose the total number of members who voted but indicated it was a higher than average turnout, which union president Mike Crivello told the Milwaukee Journal Sentinel Thursday was between 400 and 500 members.

The union's total membership is about 1,600.

The vote was prompted by Flynn's decision to fire officer Christopher Manney after the fatal shooting of Dontre Hamilton at Red Arrow Park. Manney shot Hamilton 14 times on April 30 during a confrontation at the park.

Flynn has said he fired Manney not for using excessive force, but because he did not follow department rules in the moments leading up to the shooting and engaged in what Flynn described as an "out of policy pat-down." Manney has appealed his dismissal to the Fire and Police Commission.

Exactly what is an "out of policy" pat-down. Pat-downs are governed by Terry V. Ohio. If it meets that criteria then it is a legal frisk/pat-down. Can someone explain?

It's really weird and confusing. The homeless guy who was shot had been contacted twice before that day. But Manney didn't know that. The homeless guy thru a fit about being harassed and took Manney's nightstick away from him and was hitting him with it when he was shot. So the Chief threw his officer under the bus to make himself look good.

The only Politician wearing a uniform, is a Sheriff, not an appointed one running a PC department, serving at the will of Politctions or have a limited contract!

TheRookie @ 11/1/2014 1:04 PM

Chief Flynn needs to think hard about stepping down. With numbers of no-confidence like that there's no recovering. An "out-of-policy" pat-down. Are you fricking kidding me. If I'm making contact, your agitated, & non-compliant I'll pat you down every time. Damn Chief has become a PC Pencil Pushing Desk Jockey. Liberal Mayors, City Managers, Council, & Commissions just don't get it.

Milwaukie County Sheriff David A. Clarke Jr. is a cops cop who's loved by his Deputies. Now that's a respected Uniform Wearing still active L.E. Chief there. He's the top politician for L.E. in that County/City.

I agree with you all, this Chief needs to go. You reported the firing and the reasons why before and I felt that the poor officer was a scape goat, good shoot but out of policy pat down? Does that mean Terry v Ohio does not apply in Wisconsin? Who in the hell does that Chief think he is? Bet he was never munch of a cop anyway. I wish I lived there so I could tell him to his face that he is gutless and should take a hike and let a real Cop be the Chief. Fool.

Tom Ret @ 11/4/2014 7:14 PM

I agree, the chief is a moron.

S.S. @ 11/5/2014 11:19 AM

The council sounds like theyre just as stupid as the chief is. Chief please step the f**k down. Your over!

This so called officer (Manney) defende himself by shooting the guy 14 times missing 7 so 21 total. After the homeless guy had 5 bullets in him would have been enough unless that guy was superman. Manney is an executioner, murdere you call it. If I shot a guy once defending myself Id be in prison. Mike Crivella, union boss should go back to selling cameras He obviously dont know anything about police procedure. Autopsy said 13 bullets were in downward location. One through his back.hould get a reward eh? Sick world we live in.

Doug Levi @ 12/3/2014 9:49 AM

Also this autopsy on the murdered should make The police chief seem like god.
