Failed Meters Bring Tickets, Controversy in Los Angeles

Los Angeles Councilman Tom LaBonge is investigating constituent complaints about tickets received at inactive parking meters reading "Fail" or "Dead," the Los Angeles Times reports.
LaBonge is questioning the city's Transportation Department, because an on-the-books policy instructs parking enforcement officers to not to issue tickets at failed meters. Yet, it's happening to LaBonge's constituents, as well as his aides.
LaBonge represents the neighborhoods of Silver Lake, Los Feliz and Hollywood.
