NYPD's Kelly Will Keep Crime Rate Down Despite Budget Cuts, Fewer Officers

The NYPD canceled its next police academy class of 1,067 rookie cops to save $36 million, Police Commissioner Raymond Kelly told the council's finance and public safety committees.
