A long-awaited grand jury report on police shootings in DeKalb County, Ga., recommends possible criminal prosecutions in two fatal shootings by law enforcement officers and urges authorities to investigate possible thefts of money by other officers and bias or even evidence-tampering by a former top official in the county medical examiner's office.
