People complain that there's got to be solution to the gang and violent crime problem. Then they try to minimumize or take away the only deterance that is left for the people to use. Kidnapping is an adult crime and needs to suffer an adult punishment. It used to be punishable by death in some parts. That same type of criminal activity is flourishing south of our borders and will catch up with us in a big way if we don't get politicians , prosecutors, and judges who are willing to make "adult" decisions. "We the people" need to include ourselves in the responsibility to make adult decisions to deal with these things.
