Could you please explain that to Ofcr. Rachel and Wolfva who some how don't think bad cops should be discussed on these forums. They don't get it. You have a great attitude and don't mind jumping on the coals in here. I am not anti-police, but I sure the hell am anti- the ones who make the profession I once belonged to look soooooooooo very bad.

What they need to do in your neck of the woods is the same thing they did to the corrupt sheriff in Orange County, Ca. They caught him and his cast of clowns with their hands in the cookie jar and the LA Times picked up the ball and ran with it. There has to be a way to document the stuff going on in your department so that the media and outside entities go after the major clowns, build a case against them. Do you have a civilian oversight entity? If not, you need one.

Today we bring you Part III and the final installment of our interview with Acting Sheriff Jack Anderson. In the previous parts we discussed the events surrounding the investigation of the tragic suicide of a 16 year old son of two sheriff department lieutenants, the selection of a new Sheriff and Anderson’s future with the department. Today we will delve into his involvement with the Republican party as well as this issue of corruption within the department.

It is a commonly known fact that Acting Sheriff Anderson is a member of the Orange County Republican Central Committee. This has raised concern among many, including myself, that the Office of the Sheriff will continue to be an extension of the GOP machine, like it has been under Mike Carona, should Anderson recieve the appointment from the Board of Supervisors. Anderson responded, “Is the Sheriff’s office non-partisan? Yes it is.”

Wanting to delve deeper into this subject I asked the Acting Sheriff if he planned to resign from the county GOP central committee should he be appointed the permanent Sheriff. “My first inclanation would be no,” said Anderson. “I am of course by party a Republican. My participation in the central committee is just an extension of my volunteerism. My wife and I both teach Sunday school and I was even on the central committee for six years in my hometown.” (more…)

**OC BLOGOSPHERE EXCLUSIVE: Sheriff Jack Anderson Sits Down With The Liberal OC Part II**

As I reported last week fellow Liberal OC blogger Dan Chmielewski and myself met with Acting Sheriff Anderson at his office in Santa Ana on Wednesday. In Part I of our interview with Anderson we discussed the events surrounding the tragic suicide of the 16 year old son of two Orange County Sheriff Department lieutenants which has led to a departmental investigation as well as a full scale investigation by the District Attorney’s office which are looking into possible wrongdoing by the OCSD in how they handled the investigation.

We then turned our discussion to his being the Acting Sheriff. “I feel very comfortable doing the job. I prepared myself for it,” said Anderson. “I’m not talking a resume’ thing, I just feel very comfortable doing the day to day sheriffing job. What I find distracting is the politics that are going on during the appointment process. That can be a little time consuming because I have to be responsive to it on behalf of the department, not on behalf of Jack Anderson.”

Anderson, while understanding the scrutiny caused by his predecessor, voiced what I sensed was a bit of frustration on his part. “There are people attacking this department for their own personal reasons or to promote their own candidate or for their own agenda.” (more…)

**OC BLOGOSPHERE EXCLUSIVE: Sheriff Jack Anderson Sits Down With The Liberal OC - Part I**

Last week I wrote a post here on the Liberal OC concerning the events surrounding the tragic suicide of a 16 year old young man whose parents are both lieutenants with the Orange County Sheriff’s Department. The basis of that post was an April 25th Los Angeles Times article written by Christine Hanley and Stuart Pfeifer in which questions arose in regards to the handling of the investigation by OCSD officials, including Interim Sheriff Jack Anderson who was an Assistant Sheriff at the time.

Shortly after posting the story on this blog I received a phone call from Damon Micalizzi, Director of Public & Community Relations for the OCSD, in which he expressed his disappointment and anger regarding my post. Mr. Micalizzi made it clear to me that he felt that my post was wholly inaccurate and a cheap shot at Acting Sheriff Anderson and the department. He also said that he understood that this was not my fault because I based my post on information written in the Times article. (The Liberal OC has contacted the Times and they stick by their story and also say that no one from the OCSD has contacted them to dispute anything written in that article; Mr., Micalizzi insisted he contacted the Times reporters about the errors, but the Times reporters indicted there were no such complaints from the Sheriff’s Department regarding this particular story).

After a long conversation with Mr. Micalizzi I agreed that for the sake of fairness and accuracy that I would remove that post and allow the OCSD to offer its side of the story. Much to my surprise Mr. Micalizzi told me that not only would we get to sit down with someone from the OCSD to talk about this, but that we would actually be sitting down with Acting Sheriff Jack Anderson himself and that we could discuss anything that we would like.

Yesterday fellow Liberal OC blogger Dan Chmielewski and myself met with Acting Sheriff Anderson at his office in Santa Ana. In Part I of our conversation we discuss the tragic events of January 7th and the subsequent investigation by internal affairs and the District Attorney. (more…)

Jury will hear Carona Tapes at Trial

Peggy Lowe at Total Buzz reports that the Jury in the federal corruption trial for indicted/disgraced/resigned former Sheriff Mike Carona will hear the infamous tapes of conversations between the Sherif and Team Forever member Don Haidl. (the tool to add the link is disabled right now, but we’ll link soon Buzz crew!)

Given what we’ve heard so far combined with the dramatic readings from the John and Ken show, I hope the trial stays in OC.

Sheriff Anderson: “Just comforting two friends” in a time of need.

The LA Times and Orange County Register have reported on this extensively over the last few days. Sean Mill briefly put up a post on the topic a few days ago. We then decied to pull down our coverage until we gathered additional information and perspective.

The OCRegister’s Tony Saavedra reported on April 30th that Acting Sheriff Jack Anderson has launced an internal investiation as to whether policies may have been violated in the investigation of the suicide death of the son of two OC Sheriff department Lieutenants. This comes in addition to another investigation by the District Attorney.

Saavedra quotes Sheriff Anderson stating that his only role in being on the scene was to “comfort two friends.” The suicide occurred while former Sheriff Carona was in charge of the department and Galisky was Undersheriff. Questions have come up regarding the presence of so much department brass at the home while the investigation was in process. It appears from reports in the OC Register and LA Times that a number of important procedures may not have been followed at the scene.

I do not question the fact that most of the department leadership showed up to comfort their co-workers. Law enforcement is a very close family and I would expect nothing less than this level of support. I looks like Sheriff Anderson, and the DA, are trying to get to the bottom of how procedures may have broken down.

What I don’t get is how with so much of the command staff on scene, why these questions were not asked at the time.

I certainly do not think anyone deliberately influenced the investigation of a tragic death. But given the hits the department has taken for things that occurred on Carona’s watch, the attention seems warranted.

Open Forum: Your thoughts on the Chamberlain Grand Jury transcripts

I could, and probably will, write a lengthy post about the horrors that have been publicly revealed with the release of the Grand Jury transcripts of the John Chamberlain death investigation. Based upon what has been revealed I am not surprised that the County and Acting Sheriff Anderson wanted those transcripts sealed.

It should not have been a surprise to the leadership of the Sheriff’s Department or the DA that “shot callers” were used in our jails by deputies to maintain control. It should not have been a surprise that supervision was lax or nonexistent. We as communities of individuals have for decades supported the “lock ‘em away” attitude towads people who violate laws. What we haven’t been willing to do is pay for the results of that attitude.

We cannot ignore the reality that a society that locks people away, has the responsibity to protect the safety and welfare of both prisoners and deputies. The panacea of an Office of Internal Review would not have done anything to prevent the tragedy of John Chamberlain’s death. Nor can it prevent this tragedy from happening again.

So what are your thoughts. What do you have to say on this matter? Are you outraged, or simply bored? Speak up, or should we just continue to allow the inmates to run our jails?

Galisky altered memos to the Grand Jury. Why?

A good update to the release of the Grand Jury transcripts on the Chamberlain murder investigation is over at Total Buzz by Peggy Lowe.

The night that John Chamberlain’s bloodied body was found on the floor of an Orange County jail – his skull bashed in and misshapen from a beating – Undersheriff JoAnn Galisky was one of the main decision-makers on what to do next.

The Sheriff’s Department would be the lead investigator of the death, she concluded, even though long-standing policy dictated that the District Attorney’s office handle inmate death investigations. Why ignore that policy? Did she know of allegations that the deputies on duty were derelict in their duties? Was it part of a cover-up?

No, Galisky insisted in her testimony to the grand jury. She didn’t have an inkling about the allegations against her deputies yet, and said she didn’t even know the names of those involved. She felt the Sheriff’s Department had to lead the investigation because it knows better than anyone how the jails work, how inmate culture works, and how to best protect those still incarcerated – among whom the alleged killers currently resided.

This wasn’t a run-of-the-mill situation, she told the grand jury. It wasn’t an officer-involved death, it wasn’t an inmate suicide, it wasn’t a natural passing, the sort of things the D.A.’s office handled. This was a homicide. And the Sheriff’s Department handles homicide investigations, not the D.A.

The fact of the matter was, the D.A.’s office had handled every investigation into inmate homicides in the county jails for decades. And when a grand jury began probing the matter, Galisky edited a memo to erase that fact, instead inserting that the Sheriff’s Department had always investigated “ALL” murders in its jurisdiction, including the jails.

The result: The altered memo was presented to the 2006-07 grand jury, and mislead the grand jury.

There is more in Peggy’s story, I just get sick reading it, so be forewarned. If this represents the culture of leadership in the Sheriff’s Department, no wonder the culture is apparently so bad among some deputies on the line in the jail.

Two OC Asst. Sheriff’s swept out the door

Yesterday, OC Assistant Sheriff Steve Bishop abruptly resigned. Later in the day, Assistant Sheriff Jo Ann Galisky was fired. An OCRegister report today explains that the departure of these two members of the command staff is related to the Grand Jury probe “that questioned the department’s actions following the beating death of jail inmate John Derek Chamberlain.”

The Register further reported:

John Moorlach, chairman of the county board of supervisors, said late Friday that the departure of Galisky and Bishop were tied to “decisions” made in the department’s investigation of the Chamberlain killing.

“Some decisions were made and there’s an impact to those decisions and we’re seeing it today,” Moorlach said.

The Orange Juice Blog has implied that the departure of Galisky and Bishop is in some way connected to the corruption probe and indictment of former OC Sheriff Mike Carona.

Clearly, there is no connection at all between the two other than the fact that Gailsky and Bishop served on Carona’s command staff.

Some highlights from the transcripts as the Feds show a peak at their hand:

Haidl secretly recorded three conversations with Carona in 2007. The transcripts released today capture exchanges during the third and final meeting in August.On the tapes, prosecutors say, when discussing the cash payments, Carona tells Haidl that “unless there was a pinhole in your ceiling that evening” that he would falsely claim that he never got money from Haidl. “Pinhole,” prosecutors say, referred to a hidden camera.“I’m OK getting up on the stand and saying that,” Haidl tells Carona, according to the transcripts.

“It could be either one of us getting up on the stand and saying that,” Carona responds. (more…)

Where have all the ADULTS gone?

It is starting to look like the adults in government have left the playground and the children remaining have run amok. Whether it’s Moorlach, Carona, Street, Mauk, or the Santa Ana City Council, these kids are out of control.

We’ve got Board of Supervisors Chairman John Moolach and his mini me Mario Mainero demonstrating, with the full agreement of the Board of Supervisors how to gamble away a fortune in hopeless dreams of saving the house. That’s right, Mainaro told the register’s Peggy Lowe “If you had the ability to make $200 from an investment of $1.50, wouldn’t you take that?” So the legal rationale for the pipe dream of erasing debt by screwing over Deputy Sheriff’s is the same rationale a gambling addict uses to continue gambling until he loses his house. I had a dream today…

I had a dream that one day Orange County would be free of the corruption and caronyism that has gripped the Sheriff’s department for years.

I had a dream that our next Sheriff would be a person of honor and virtue.

I had a dream that the choice of our next Sheriff would be based upon merit, not political connections and calculations.

I had a dream today.

I had a dream that the people of Orange County would have the opportunity to have a say in who would lead our Sheriff’s department for the next three years.

I had a dream that one day even here in Orange County, a community smoldering from the fires of injustice, seared by the heat of corruption, will be transformed into an oasis of justice and integrity.

I had a dream that one day the people of Orange County will rise up and fight to preserve the true meaning of the words sworn by our elected officials: “I will well and faithfully discharge the duties upon which I am about to enter.”

Curt: Carony?

The President doesn’t read newspapers, why should you? Only nerdy intellectuals waste their time with facts and news stories. Curt is a very curt fellow. He sums up all of the political news that is going on in Orange County in just one word.

I could have sworn that I had written this word before, but a quick search cannot find it. So credit for the word of the week goes to Steven Greenhut over at the OC Register’s Orange Punch Blog in which he called out Jack Anderson as A ‘Carony’ and a party hack!

Usually, an outgoing sheriff’s choice of a replacement would carry some weight, but I would think that anyone ex-Sheriff Mike Carona would hand pick would be radioactive in the county. We’ve had enough Caronies in charge of the department. On his way out, Carona appointed Jack Anderson, a close ally and Republican Party central committee member, as the interim sheriff. That means more of the same while the board searches for a permanent replacement.
