Changes to LEOSA

LEOSA doesn't need to be changed to implement what you suggest. Your state can already do that if that's the way they want to set up their program.

All that a state needs to do is set up their program for the certified firearms instructor to sign off that the qual was done and send it to which ever state agency your state decides to task with issuing the card. All that is required is the certification card for retirees be issued by either the retiree's dept or the state. How the state wants to administer it is up to the state.
