It varies with where you are at, Jordan. I notice the link you posted is from the United Kingdom. I am not familair with their laws and cannot help at all for anyplace outside the US.

In the US, it varies by which state youa re in. Most states have a requirement for a police academy, though some allow an exemption for a college degree in criminal justice. Every state has some type of state agency responsible for setting requirements, usually called a POST (Police Standards and Training). In some case it is the State Police and in others it is a stand alone agency.

Contact that agency and they will have full instructions on how to become an officer in that state.
