A lot of agencies just give them handouts (like food bags) and allow them to camp out on the beach. Then they can drink and party and become a nuisence for locals. Runaways can live on the street for a long time and they might not have it really all that bad. A lot of agencies just give them handouts (like food bags) and allow them to camp out on the beach. Then they can drink and party and become a nuisence for locals. But in other districts the police shut the party down quickly and make them return home.
