There is no real set requirement for any of it to be placed in any particular place. There are some people who like it certain ways, and there is at least one system "on the market" where the placement has been thought out.
My advice is to place things where you can reach them as needed, with the exception that I always recommend two separate cuff cases instead of one double case. With two cases, you can reach down with either hand to get the first pair of cuffs out, but if you have a double case, you may be limited in what you can reach based on one hand being tied up with holding the suspect.
I carry the duty pistol on my right side, with the spare ammo on the left front (easier for my left hand to grab for a reload) and the radio on my left side. I then carry on cuff case on each rear hip. I use the belt keepers on the rear, left side, and front and rear of the holster (don't want it moving around if I need it). I carry a small flashlight on the left hip by the cuffs, with a ring for my nightstick between it and the radio (I am old fashioned and prefer a full nightstick instead of an asp). Key ring goes on my right front since I am right handed and will have them in that hand most of the time.

I like my strion flashlight to the left of my mag pouches in front of my left hip. Easy to grab when I need it. I like the pepper spray just behind my firearm on the right hip. That way the flashlight can be grabbed with the left and OC with the right or the firearm with the right. But as Steve points out....it's about personal preference. You need to be comfortable and then train, so that you can go for your stuff automatically without thinking. Forget about how you look....you need to be quickly functional.

Like the above stated, there is really no correct way to position things on your duty belt. However you will wan to make the things easily accessable. As far as the placement of handcuffs goes, I too would recomend two seperate cases. On my belt, I wear my holster and weapon on the right as I am right handed. Directly behind my weapon is a stinger flashlight. I try to keep the entire backside of my belt open so that I am not injured if I fall, and it is uncomfortable to sit against in the cruiser. On the left rear side of my belt I wear a belt keeper that I also use to secure a set of cuffs to my belt. On the left side is where the radio is placed. In front of the radio is my ASP baton that is canted forward in the rotating scabbard. On the left front of my belt are spare magazines and on the right front is an MKIII size can of OC spray. And lastly between my weapon and OC spray is an open top cuff case and cuffs. Having these itmes placed this way I can access atleast one set of cuffs and everything else except for my weapon, with both hands if need be. And mostly everything is in the front or each side of my body and harded for someone to grab from behind. Lastly I use four more belt keepers to hold then belt in place.

Robert Hindi of Las Vegas Metro PD actually has researched placement of items on the duty belt and has done his homework from an ergonomic and phsiological standpoint. www.batoncap.com He also gives classes. Take care and be safe!
