October 2007 Communications Interoperability
Can you talk to other agencies in an emergency? What more needs to be done in your community to improve interagency communications?

While transporting a prisoner to a state prison, we were unlucky enough to be stopped for a fatal accident that occured seconds before we arrived. With a dead driver in the middle of the road, it was not prudent to just leave. Unfortunately, our radio would not raise anyone in the county we were traveling in. We had to ask for someone to go to a nearby house to make a call. (Pre cell phone days) On the ironic side, the driver was returning from quitting her job. She won a state lottery the day before.
I would think a dedicated national frequency that would be monitored by all dispatch centers and installed in all car radios would be possible option. Not for regular use, but in those instances you just have to get ahold of someone.

While we have recently gone to the Digital 800Mhz system, I have realized that some counties/agencies do not have the funding or continuous funding to have the 800Mhz system so they still have to rely on the old VHF or UHF system. While this is unfortunate due to Officer Safety (as you mentioned in your post), it also eliminates "dead spots" to a certain extent. What people have to understand is that not all Counties/Cities have the funding for the SAME System. Even an agency that is in our county is on an older 800 System than we are now just because of when they went to it. They have been on it for several years but there is a function to connect us all together IF you have certain systems. While it would be great for one agency to be able to speak to another agency half a state away, it's just not going to happen until EVERYONE gets on a compatible sysytem.
