November 2007 Patrol Response to Panhandling
Have you tried some of the techniques discussed in this article for ending panhandling? Do you have other suggestions?

My problem with the article was that there was an underlying assumption that panhandling was a crime and brough other criminal behaviors along with it. I am not yet convinced that this is true.
I see panhandling as a problem right now because it causes traffic problems as the people stop to donate. While I like the solution of gift certificates to local grocery stores, it does not solve the traffic problems.
Boerne, Texas recently came up with a new concept in the panhandling battle. They are now requiring a city license to beg. It costs $1000 I think. Their officers will tell a person the first time they see him that he needs a permit. So far, the last report was that they had not needed to issue any tickets or make any arrests for violation of the ordinance, and they have almost eliminated panhandling on the streets in the city.
