I like articles like this. As a general rule, I have always gone with the belief that you cannot enter the premises without a warrant unless invited in if the arrest took place outside. From the article, I think I might be able to do a protective sweep of the interior of the building if I could articulate why there was an immediate potential danger to me from inside.
Of course, I also did note that I could enter if I were letting the prisoner go in to get his ID or something. I have always taught my officers to not allow this due to the danger, but now I can show them how iit could be done safely and advantageously.
