radar training materials

I am looking for some Radar training handout materials to use with our training class.

Charles,

Check with the manufacturers.  Many of them have materials available.  US Department of Transportation used to have a good package, but I don't know if they've kept it up to date.  Michigan State University developed the program that is used here in Michigan, so you might want to contact their School of Criminal Justice.  Along the same lines, the Michigan State Police may be able to help you with that program, as well.  Of course, try your own state police organization too.

Outside Training

1) What are some of the obstacles that prevent academies from using outside training insititutions? (from using their instructors). Especially if they offer higher quality programs. Is it mostly a budget issue?

There are two primary reasons for institutions not bringing in outside training companies. The first, as you mentioned, is cost. While many companies provide a few free slots when you host their classes, academies can’t always make use of those slots. Additionally, when a company sets a cost for one of their classes, the local academy will frequently have to add an administrative fee on top of that. So a class that usually costs $400 may end up costing $500. Also, in some states, departments can’t use their state-funded training money to pay for classes from outside vendors without jumping through some extra hoops.

The other reason is a little fuzzier. Some outfits don’t like to bring in outsiders. Whether they feel threatened by outside instructors, or they’re just not comfortable with them, egos and personalities can get in the way.
