Former Philly Officer Charged With Killing Unarmed Man
Former Philadelphia officer Frank Tepper will face murder charges for shooting and killing an unarmed man during a late-night melee in November, district attorney Seth Williams announced today.
When Tepper, 43, shot William 'Billy' Panas, 21, he committed "numerous violations" of police proceedure, an internal affairs investigation found. Tepper was stripped of his badge and fired in January, Philly.com reports.
Tepper, a 16-year veteran of the force, may haev been intoxicated when he shot Panas. The two man lived in the Port Richmond neighborhood.
