S.C. Deputy Won’t Face Civil Rights Charges for Tasering Handcuffed Suspect
Green was stunned initially several times after he wouldn’t give up his hands to be cuffed and was shocked twice again after he was cuffed because he refused to spit out crack cocaine in his mouth, the incident report said.
